Terms and Conditions

These terms govern use of the BlueTrack360 website, licensed platform, and operational SMS messaging program provided by AstraVia LLC.

BlueTrack360 supports authorized law enforcement training workflows. Agency agreements, user permissions, accurate records, and responsible use remain central to the service.

1. Agreement to these terms

These Terms and Conditions (“Terms”) apply to the BlueTrack360 website, licensed application, and related services operated by AstraVia LLC (“BlueTrack360,” “AstraVia,” “we,” “us,” or “our”). By accessing or using the service, you agree to these Terms and the Privacy Policy.

If you use BlueTrack360 for an agency or other organization, you represent that you are authorized to use the service on its behalf and to follow its policies. If your agency has a separate written agreement with AstraVia LLC, that agreement controls if it conflicts with these public Terms.

2. The BlueTrack360 service

BlueTrack360 provides tools for law enforcement training attendance, digital rosters, Training Passes, kiosk check-in, officer and attendee profiles, training history, instructor tracking, supporting documents, audit trails, reporting, and compliance review. Features may change as the platform develops and agency needs evolve.

3. Agency accounts and authorized users

Access is limited to licensed agencies and authorized users. Users must provide accurate account information, maintain the confidentiality of their credentials, and promptly report suspected unauthorized access. Each user should have an individual account and may not share credentials.

Agency administrators are responsible for assigning appropriate roles, managing authorized access, and ensuring that information submitted to BlueTrack360 is lawful, accurate, relevant, and permitted by agency policy.

4. Appropriate use

Users may not:

  • Access records without authorization or attempt to bypass security controls;
  • Use the service for unlawful, deceptive, abusive, or disruptive activity;
  • Upload malicious code or interfere with the availability of the service;
  • Misrepresent attendance, identity, instructor status, credits, or training completion;
  • Use another person’s Training Pass or account; or
  • Upload criminal case files, investigative records, or other information unrelated to legitimate training-record functions.

BlueTrack360 is designed for personnel training and attendance records. It is not represented as a system for storing criminal justice case information or investigative data.

5. Training records and record integrity

Agencies and authorized users remain responsible for reviewing records and making permitted corrections. BlueTrack360 supports record accuracy and audit readiness, but it does not replace an agency’s legal, policy, accreditation, or POST responsibilities.

To preserve training history and audit trails, records and archived profiles may be retained after a user is deactivated or an agency stops active use. A former subscribing agency may receive read-only access to preserved records so authorized personnel can review historical information without changing it, subject to the applicable agency agreement, security requirements, and law.

6. Fees and payment

Subscription fees, billing schedules, implementation terms, and renewal terms are established in the applicable agency agreement or order. Payments may be processed by Stripe. BlueTrack360 does not intentionally store complete payment-card numbers or card security codes.

7. SMS messaging terms

Program name: BlueTrack360 by AstraVia LLC.

Licensed users may optionally enroll during individual account setup by entering their own mobile number and selecting a separate, unchecked consent box. The SMS program may send login or identity verification codes, training reminders, schedule changes, attendance alerts, account notifications, and support messages. Messages are operational and are not used for marketing or promotions.

  • Message frequency: Varies based on account and training activity.
  • Charges: Message and data rates may apply.
  • Opt out: Reply STOP to cancel. A final confirmation message may be sent.
  • Help: Reply HELP, email dcoburn@bluetrack360.com, or call (208) 994-4707.
  • Consent: SMS consent is not a condition of purchasing or using BlueTrack360 and is not transferable to another person or organization.

Opting out disables future BlueTrack360 text messages to that number unless the user later provides consent again. Email and in-application notifications may remain available, but opting out may limit text-based reminders, alerts, and verification features. Wireless carriers are not liable for delayed or undelivered messages.

8. Privacy

The BlueTrack360 Privacy Policy explains how information is collected, used, shared, protected, and retained, including the required mobile-data and SMS consent disclosures.

9. Ownership and permitted access

AstraVia LLC owns BlueTrack360, including its software, design, branding, documentation, and related intellectual property. Agencies retain their rights in agency-provided records and documents. A subscription provides a limited right for authorized users to access the service during the applicable term; it does not transfer ownership of the platform.

10. Availability, changes, and support

We work to keep BlueTrack360 secure, reliable, and available, but maintenance, provider outages, security events, or circumstances outside our control may interrupt access. We may update the platform to improve security, reliability, usability, or legal compliance. Material service commitments may be addressed in an agency’s separate agreement.

11. No guarantee of compliance outcomes

BlueTrack360 is designed to support accurate records, review workflows, and audit readiness. It does not provide legal advice, certify an agency’s compliance, guarantee that records satisfy every requirement, or replace agency review and professional judgment.

12. Suspension and termination

Access may be limited or suspended when reasonably necessary to address nonpayment, unauthorized access, misuse, a security threat, legal requirements, or a material violation of these Terms or an agency agreement. Agency administrators may deactivate individual users according to their authority and internal policies.

13. Governing law

Unless a separate agency agreement states otherwise, these Terms are governed by the laws of the State of Idaho, without regard to conflict-of-law principles. Nothing in these Terms waives any right, immunity, defense, or limitation available to a governmental agency under applicable law.

14. Changes to these terms

We may update these Terms as the service, law, or operational requirements change. Updated Terms will be posted at this URL with a revised effective date. Material changes affecting a subscribing agency may also be handled under its separate agreement.
